Residential:
-All new home plumbing systems shall include a back flow prevention device before the structure will be approved by the Building Official.
Commercial/Industrial:
-All commerical/industrial plans submitted for permit application require submittal of engineer stamped blue prints, including electrical blue prints.
-All commerical/industrial plans submitted for approval shall also be reviewed by the Fire Chief for conformity to the Uniform Fire Code.
Speculative Real Estate Construction:
-Boone City Code allows owners of single - family owner occupied structures to install their own electrical wiring, plumbing fixtures, and heating fixtures. However, if the structure is new construction, and the builder exceeds more than one (1) structure in a three (3) year period, it will be determined that the use is not single - family owner occupied, but is speculative in nature. Thereby requiring that the owner utilize contractors licensed with the City of Boone to install all electrical, plumbing, and heating.
REQUIRED INSPECTIONS ON ALL CONSTRUCTION PROJECTS:
Footing Inspection:
-After forms are placed and all excavation completed, before concrete is poured.
Foundation Subsoil Drainage:
-After subsoil drainage system is installed, before backfilling.
Underfloor Plumbing:
-Before covering.
Electrical, Plumbing, Heating, & Framing:
-Completed prior to insulating.
Energy Inspection:
-Made after all insulation is placed, before any wall coverings installed.
Final Inspection:
-After all work is completed, prior to occupancy.
Water Meter Installation:
As you no doubt know by now, the City of Boone has begun work on a program of automated reading for water meters. These meters employ an encoded register and interface unit that allows them to be read via computer as well as manually. Installation of these meters will require some minor changes from what has been done, in the past. Many of you have had questions as to what would be required to accommodate the new meters, so we hope that the enclosed information will address those questions.
Effective immediately, on all new construction and remodeling projects the following requirements shall be met:

A quick connect four (4) R J-1 I telephone jack shall be installed terminating within one (1) foot of the meter. The phone jack assemby shall be wired into the building's telephone service wiring to allow for centralized automated water meter reading over the telephone network.

A separate 18-2 AWG wire for the touch pad remote readout is also required. It shall be installed in 1/2 inch conduit of EMT, ENT, or PVC that originates within one (1) foot of the meter and terminates outside the building adjacent to the electric meter. All conduit must be installed according to NEC standards. Leave approximately one (1) foot excess wire outdoors and five (5) feet excess on the inside. The conduit should terminate outdoors at approximately four (4) feet above finished grade, and in no case shall it be lower than three (3) feet above finished grade. The enclosed sketches show suggested applications along with dimensions for installation.
The work specified by this lettr shall be performed by a licensed electrician before installation of a meter by the City. Any variation from these specifications must be approved by the Meter Department. The city also reserves the right to refuse water service to any occupancy not meeting installation standards.
